A Guide to Saint Paul Parks

If a picnic is your pleasure, the Saint Paul Division of Parks and Recreation offers ten different parks for your enjoyment. Picnic tables and restrooms are located within picnic areas. Pavilions and Shelters

Cherokee Park Small Shelter - has open sides, seats approximately 60 people, and has electricity.

Cherokee Park Large Shelter - has open sides, seats approximately 120 people, and has electricity. Drinking fountains are available and there is a water faucet on the restroom building.

Como Park Shelter - has open sides and seats approximately 60 people. The shelter has electricity and a large double grill.  Restrooms, play area and drinking fountain are nearby. Please note:  The maximum size group that picnic permits will be issued to for this shelter is 100 people.  No tents are allowed in this picnic area.  (Tents are allowed with other park shelter/pavilion rentals only after the Permit Office has been contacted and the tent site fee has been paid.)

Como Park Midway Pavilion - opened sided, adjoining picnic pavilions, each side seats approximately 125 people.  The pavilions can be rented separately or as one.  Both sides have a kitchen with a gas stove (no oven), sinks, electricity and a serving counter.  The south side has a walk-in cooler and the north side has a commercial size refrigerator.  There are two large double barbecue grills in the picnic pavilion area.  There is also a separate restroom building at the site. Please note:  Large group picnics or functions in the Como Park will require the sponsoring organization to arrange for alternative off site parking with a shuttle bus service to the park.

Crosby Park Shelter - is an open shelter with a fire pit and 1 barbecue grill.  The shelter seats approximately 60 people.  ALCOHOL IS NOT ALLOWED.

Hidden Falls Park Shelter - is an open shelter that covers 12 of 16 picnic tables and seats approximately 60 people.  Electrical outlets are located at the large serving table.   Drinking fountains, a water faucet and barbecue grills are located around the site.  There are also horseshoe pits and 2 fire rings.  ALCOHOL IS NOT ALLOWED.

Highland Park Shelter - is an open shelter that seats approximately 60 people, has electricity, water and grills.

Highland Park Pavilion - seats approximately 200 people, has an indoor and outdoor fireplace and the sides of the pavilion can be opened.  It also has two kitchens and a booya building that can be reserved separately. Groups holding booyas will be required to rent both pavilion kitchens and the booya building for two days.

Indian Mounds Park Shelter - an open shelter that seats approximately 60 people, no electricity.  Six Native American burial mounds are located nearby and because of their sacred history, deserve our respect. ALCOHOL IS NOT ALLOWED.

Newell Park Building - the four season pavilion accommodates a maximum of 100 people.  It has a kitchen area with a stove, refrigerator, sink and serving window, tables and chairs are provided.  The building is heated.  ALCOHOL IS NOT ALLOWED.

Newell Park Double Shelter - is an open shelter that seats approximately 60 people and has electricity, lights, water and grills.   ALCOHOL IS NOT ALLOWED.

Phalen Park Shelter (on the island) - is an open shelter that seats approximately 60 people, has grills and drinking fountain, no electricity.

Phalen Park Pavilion - seats approximately 300 people.  It features two kitchens that can be rented separately. The kitchens have water, stove tops, coolers, electricity and serving counters. There is also a fireplace inside the pavilion.


Park Rules

Alcohol Policy - City of Saint Paul ordinance prohibits the possession and consumption of intoxicating beverages containing in excess of 3.2% alcohol by weight or containing in excess of 4% alcohol by volume in all City parks.

The possession and consumption of 3.2% non-intoxicating malt liquor is permitted from 8:00 a.m. to 8:00 p.m. within the designated picnic areas in Cherokee, Como, Harriet Island, Highland and Phalen Parks, and at Rice & Arlington, McMurray and Dunning Fields. No glass beverages are allowed.

City of Saint Paul ordinance prohibits the possession or consumption of alcohol in all other City parks.

Fires/Grills - Fires may be started or maintained only in areas specifically designated and equipped for outdoor cooking or at a fire ring. People may, however, bring their own grill for outdoor cooking.

Noise - Please respect others and keep the noise level low.

Pets - Pets are not allowed at Como Zoo. In other parks, pets must be licensed and on a leash no longer than six feet. Owners must be prepared to clean up after their pet.

  • To report vandalism or other crimes occurring on park property.
  • Call 911 in an emergency.
  • DO NOT LOCK VALUABLES IN YOUR CAR!
